There can be a player for each of the 5 Continents in the game, known as Delegates, and one player takes on the role of the Dictator.
Delegates must develop their continents in a way that attempts to ensure DEMOCRACY rules and defeat the Dictator. The Dictator must try to take over the world and destroy DEMOCRACY! Of course, like all good Dictators, he or she starts the game with more power than the other players.
